Guest Speaker: David Thaler, renowned civil engineer with 40 years' experience in the Land Use industry, is president of DS Thaler & Associates, Inc., engineering firm. He was founding President of the National Association of Homebuilders and has been appointed to a variety of commissions and committees by the State of Maryland and Baltimore County, including Builders for the Bay and the Task Force on the Preservation of State Streams. He has spoken on land development and real estate issues for numerous professional organizations and institutions including the University of Baltimore School of Law, the Greater Baltimore Board of Realtors, the University of Maryland School of Architecture, the Alliance for the Chesapeake Bay, Johns Hopkins and Lehigh Universities. David will discuss storm water management issues important to Maryland residents, answering questions such as:
 
• What does the SWM pond created by the builder/developer of our community do?
 
• What obligations do we, the Community Association, have for repairs and replacement of the
pond, and what are the risks involved?
 
• How can we plan for, and possibly avoid, major renovations to the pond?
 
Also covered will be Storm Water Fees and current Federal and State legislation.
